Why is one of my photos on sale on Puzzlepix? Looks suspiciously like SS

This photo was bought around a month ago at a normal sub licence. I just did a reverse google search and found a site called puzzlepix selling it. Even though it says it's an "authorised partner" it seems a but suspicious. The site seems to look like the styling of shutterstock so might be legit or a fake site.

The photo was licenced from Marikina City, Philippines on 31/12/19. 

Puzzlepix looks like it's been registered in Budapest. puzzlepix.thumb.jpg.cfd5c18ed0dd944144a81c50c78777b1.jpg

Every photo on their site has the shutterstock watermark so I'm not sure if legit.

it is strange, but the URL does start with shutterstock... though it doesn't 100% mean it's legit, though it could be owned/operated by shutterstock. THeir facebook page does have photos with  shutterstock watermarks on them. It'd be suspicious if it turns out that there isn't some real connection to SS (maybe one of the admins who reviews forums can enlighten us).

I found one of mine, which I admitted recently and which never was sold anywhere:

So either they belong to SS or they are stealing the whole database....

They advertise with the fact that not only the pictures on their site, but the entire SS stock is available for selection. 
I assume that this is a marketing channel of SS.

The image on SS is provided with a property release, and sold as a commercial image.  So why is it classed as editorial on Puzzlepix?

Strange indeed, maybe @Jeff De knows the answer?
