There's some sort of lens distortion all around the edges of the image, that make it streaky.  So, yes, there is not enough in good sharp focus.

 

Even without that, this image has some problems.  It's hard to tell what the image is of, since everything has the same flat lighting.  Not a good choice for monochrome. Color might be a better choice.

 

The composition is weak.  The railing sticking up the middle of the image splits it in two.  It's like looking at two pictures side by side, instead of one whole picture.   Try taking pictures of this scene from different places, and at different times of day.

 

Make sure your lens is clean, and in good condition.  If you have zoom or wide angle possibilities, pay attention to how it may distort your image when you take the picture.

No focus can also mean that there is no clear subject in the picture so there is nothing for the viewer to focus on while viewing the picture. Your leading line (the railing) is not bad but it is not good either. Try to find a way to position it at an angle so that it moves from the lower left to right in the picture and then put something, like a person painting, photographing, fishing or doing something else close to where the railing meets the rock wall.

BW is a way to get rid of chromatic aberrations? it still poor lighting

better to replace the white spot of sky on the tree branches (clone tool)

 

quite often "no focus" reason - simply the reviewer asks you make resize the image for more sharpness  (SS supersize option)
